The Will Adams Centre Management Committee Terms of Reference
General Terms of Reference-
The primary purpose of the Management Committee is the role of “Critical Friend” to the Will Adams Centre, to support the Headteacher in determining strategy and direction of the school, the proper implementation of statutory requirements and the monitoring and evaluation of the Will Adams’ Improvement Plan and post-Ofsted plan. This will include active participation in actions connected with these plans.
To facilitate this, the Management Committee will establish sub-committees to monitor and evaluate key areas.
These committees will be responsible to the full Management Committee and will report to them on recommendations and points for action.
The Chair of the Management Committee and the Headteacher will be actively available to support all of these groups.
Notice of meetings, an agenda and supporting documents will be issued to members at least 5 working days in advance of a meeting.
Meetings will be convened each term in accordance with the schedule of meetings agreed by the Management Committee after consultation with the Headteacher regarding the agenda. Formal minutes will be taken and circulated to all members of the Management Committee.
Members of any committee may not be involved in, or vote on, agenda items in which they have a personal interest, and must declare any such interest in advance of the start of discussions.
A quorum of half the voting members is necessary to run a meeting but decisions will be taken on a majority of eligible voting members.
Will Adams Staff Management Committee members have voting rights in all areas except those relating to pay, performance management and related decisions.
The Management Committee will follow Medway Council agreed recruitment procedures when appointing staff.
In consultation with the Headteacher with advice from the School Business Manager, the Management Committee will engage in strategic financial planning and monitoring.
The Management Committee will review matters related to the effective management of health and safety at Will Adams Centre with reference to relevant staff.
These terms of reference will be reviewed annually by the Management Committee.

TERMS OF REFERENCE
Membership
- The committee shall consist of no fewer than four Advisory Board Members to include the Headteacher or appointed senior leader.
- The Committee may make recommendations for these appointments.
Quorum
- The quorum shall be three Advisory Board Members.
Meetings
- The Committee shall meet once every two terms or as otherwise required.
Terms of Reference
- To advise the Management Committee on the school’s Curriculum and their statutory obligations.
- With the assistance of the staff to provide information about how the curriculum is taught, evaluated and resourced.
- To review the statutory curriculum policies.
- To review the policy for Collective Worship, Religious Education and Sex Education and make recommendations.
- To review any other policies appropriate to the curriculum.
- To review the information about centre’s performance required to be published.
- To contribute towards the School Improvement Plan.
- To annually review and set targets as appropriate.
- To review the centre’s safeguarding policies and procedures
- To review the centre’s behaviour and attendance policies and procedures
- To have an overview of interventions used in the centre and the impact of these.
- To report on Curriculum and Welfare to the full Management Committee

TERMS OF REFERENCE
Membership
- The committee shall consist of no fewer than four members of the Management Committee including the Headteacher
- The committee shall have such co-opted non-voting members as the Management Committee shall appoint – one of whom shall be the School Business Manager
- The committee may make recommendations for these appointments.
Quorum
The quorum shall be three members of the Committee
Meetings
- The committee shall meet once every two terms and otherwise as required.
Terms of Reference
- To provide guidance and assistance to the Management Committee in matters relating to budgeting, finance and site maintenance.
- To provide guidance and assistance to the Management Committee in matters relating to Health and Safety issues and to ensure the Health and Safety of students, staff and visitors.
- To prepare and review financial policy statements including consideration of long term planning, resourcing and overview of staffing costs.
- To recommend each year’s annual management plan priorities and present an annual budget to the Management Committee for approval.
- To monitor the income and expenditure of all public funds (i.e. budget share and any other funds devolved by the DfE and other financial sources) and report the financial situation to the Management Committee at each full meeting
- To ensure the audit of all non-public funds for presentation to the Management Committee.
- To receive and, where appropriate, respond to periodic audit reports of all public funds.
- To review school hire charges and the lettings policy annually
- To consider the quality of the buildings and advice on any issues that may arise or any improvements that may be considered.
